Develop policies to address the risks of permission creep.
Prevent unnecessary access.
Link IT and HR when it comes to staff who change roles internally - also think about any external accounts used like cloud services not link to company IT
Review permissions either via automated tools or manually.. data ownership then becomes important.
Socialise/train staff that unnecessary access to data is a security incident, and follow the incident process to get resolved.
Develop and maintain RBAC - Role-Based Access Control. Educate/train staff how it works and the benefits for users and organisations.
